Is there a specific term for a person who, for example, steals coats that would run for $300 retail and then sells them for $600+ in their own shop, internet or even on the street?

This question would refer to either a "hot" item like the newest PSP that people would be willing to pay anything for or a much needed item in short supply, example rice during a food shortage.

Just a theif. How do they get by charging MORE for stolen items. Normally people sell stolen property at large discounts. I don't understand the scheme here.

Perhaps you're thinking of the word, "Fence"? Usually this term refers to someone who knowingly buys stolen stuff and sells it through a legitimate or quasi-legitimate outlet.

Very dishonest. Same as people who go around to garage sales looking for valuable objects which the seller does not realize is valuable. That is wrong.
