In 1909, Chicago publisher W. D. Boyce was visiting London, England where he learned of the Scouting movement. Upon his return to the US, Boyce incorporated the Boy Scouts of America on February 8, 1910. The YMCA became interested in the nascent BSA program and provided support. The first managing secretary was John M. Alexander, succeeded by Edgar M. Robinson, both from the YMCA. James E. West took over as managing secretary and later as Chief Scout Executive, beginning a long relationship with the BSA.

Scouting began in 1907 when R.S.S. Baden-Powell, Lieutenant General in the British Army, held the first Scouting encampment at Brownsea Island, England. But you asked for Boy Scouts of America.

The Boy Scouts of America (which also uses the name Scouting/USA) was founded by Chicago publisher William Boyce on February 8, 1910. At that time in the US, there were several other loosely-structured outdoor-oriented youth organizations, some using the name "Boy Scout" and some using other names, and there were already a number of troops in existence using some variation of the British Scout program. Boyce's key contribution was to organize the BSA as a business. He incorporated the organization (in Washington, DC, rather than Chicago), recruited key youth professionals to design and operate the program, and he provided key funding for the infant organization.

Robert Baden-Powell founded the Boy Scouts as an organization in 1908, a few months after the first scout encampment at Brownsea Island Scout Camp in 1907.

The third answer is actually the most accurate. The date is correct, i don't know where though. The person that started the organization was from Chicago but I don't know if that is where it was actually started.
