Secession is the act of withdrawing from an organization. If you are in a council or part of some council, secession would be dropping out of or leaving the council. The U.S. Civil War was over the sucession of Souhtern States from the Union to creat the Confederate States of America.

If you mean a cessation order, this could mean that you have lost your rights to be a council tenent for some reason or have been warned about certain behaviour that could lead to this.
