It already is.
The problem is that in the developing Countries the birth rates are down and there is not enough young people to work and therefore fund their generations medical, retirement, and social and economical programs.
In the impoverished Nations there is an excessive amount of births versus the social, political, economical, educational with the lack of an infrastructure.
Possible solutions; Help the Impoverished Nations develop these programs along with birth control and educate them to control the spread of deadly sexual spread diseases.
You have to be careful of overly zealous religious groups interfering in the latter.
In the Richer Countries; Increase the minimum wage.
Stop Outsourcing the Economy so there will be more work.
Help fund more programs for child rearing, in this way maybe people will be able to afford to have more children.
In the not so distant past a family could survive on one parent working, not so in today's Society .
I know it sounds to be an Utopia and I never said that is entirely feasible, in part and generally due to man-kinds need for greed and immediate self gratification, but this is what I think.

If all levels of goverment and community organizations don't keep up to date with programs, I think overpopulation could raise the level of poverty. Not just within the country but also with the amount of movement throughout the world, immigration. There are key countries that people want to immigrate to, maybe spread immigration to other more low population parts of the country by offering incentives. mmmmm let me think more about this!

It's a hard one; humans tend to expand to fill up the resources available, just like rats, gases, and pigeons. No offense to any of these, I love rats and pigeons, and need gases to breathe.
As humans, we have learned ways to control rats and pigeons, and we need to control ourselves too. But first we have to figure out what our needs are.
In the US, people decided to control their reproductive rates, and have largely done so, but as a result we are hiring a lot of immigrants to come in and work; if we wanted to control our population, why did we do this? Don't say the immigrants are breaking the law; the US citizens are complicit in this, and if we as a nation didn't want this, it wouldn't happen that much. Something was missing in our equation.
And the world is even more complicated than the US.

well the simple answer is spread an flu like pandemic, first test small amounts on sparse really poor humans, you know as test subjects, then find ways mother nature can spread the flu,in carriers big enough to see and kill,say......birds,great carriers, they travel, they can spread, when you get done with your small trials, then you come out with the advanced form, spread it in the birds let em go,bam the disease starts with the really poor, then makes its way to the working class, but by then theirs real hope for the cure,by the time it starts to hit the rich, you have a cure,or maybe a target noumber say 50 to 100 million dead in some countries alone, and their you go.start over again.sounds impossible i know, but maybe......with a planet of 6 billion.......get rid of a few to save the mass.

It alreafy is.Perpetual famine in Africa, endemic disease all over the planet, etc. And the huge human population is the direct cause of climate change(more people need more oil).I think sooner or later, nature is going to clean house, probably by way of a pandemic.

No. Of course not! Haven't you heard of global warming? Within a year or two it's going to be too hot for anybody to do anything physical. Problem solved!
