If the rules state that a child must wear a uniform or there will be consequences, then the child and the parent knew that the uniform was important.
There are many types of education. There is the academic education that we receive in the classroom. Then there is the education about the real world. If you have a job where you have specific uniforms or tools to bring, and you do not bring them, then there is a consequence. (eventually you will get fired) Can you imagine a police officer going to work and saying, "oops, I forgot to bring my badge, (gun) or didn't wear the uniform shirt because it was dirty.
Kids NEED to learn that there are reasons for school rules, even if they sound ridiculous to the parent. IF your brother is failing a class because he is continuously sent home for not wearing the correct uniform, then your brother or parent or someone needs to take some responsibility and get enough uniforms so that this does not happen again.
So to answer your question... YES a school should send a child home if they do not wear the correct uniform, when this is a stated requirement and consequences were stated.
To Fix this Problem: Spend a little money and buy two or three more uniforms to get through the week. This is not the school's fault.

YES! missing one lesson will not do any harm. Be glad he goes to a school with strong discipline!
If you dislike him being sent home you have the option to move him to another school. If you have a real issue with this stop whinging and CHANGE SCHOOL. Everywhere you go there are rules, if I turned up at work in jeans I would get into real trouble.
You must have known the uniform rules when he started!
The school is standing firm on this-- if it did not the kids in the school would soon all start turning up in jeans!

No, they shouldn't. School is for learning. Yes, there are rules to follow and should be, but I think it's stupidity on the school's part to enforce a uniform rule and deprive a student of vital class time, especially if it's just an occasional problem that the student couldn't help.

As unfair as it seems, they set the rules and there are consequences when the rules are not followed. Let this minor setback be a lesson for him to better prepare in the future.
Today he missed a science lesson, tomorrow he may miss out on a paycheck, unless he learns from this.

well, I went through that few times before in my life.
My school wasa very strict catholic school as well. they didin't send me back, but I do have to go to the discipline teachre's office and sign some papers to explain why.
you should complain because it's not done on purpose. tell them: what's more important: the right clothes or a failing next generation

definitely not, make them stay after school and then if it happens again, just keep making him stay afterwords. If it continues long enough, make him pay a fine.
