If I understand the Q, YES! India is a TOP contender in this new field! They have "a leg up" on the rest of the world, thanks to the British--English is well established as a second language. The other advantage is the sheer NUMBER of people available to train!! Translating information into graphics if a snap for people who have dealt with different languages with ease. IT, after all, is simply another language in itself.
