The more personal you can get, the better your chances of success. So, a referral is always best and an unsolicited online submission is always worst. That being said, you can also use careerbuilder.com as well as monster.com and a couple other generic sites to get good coverage.
From there, though, you need to determine more personal sources within your area of focus and look for recruiters in those fields. They will typically have websites as well with (typically stale) listings.

My number one recommendation would be monster.com, only because I've found great paying jobs through this site (before I started my own home-based business).
- jobbank.com
- www.usajobs.opm.gov - U.S. Government's official site for jobs and employment information provided by the United States Office of Personnel Management.
- careerbuilder.com
- Craigslist.com is also a great way to find employment in your area
Tip: Sign-up with as many job agencies as possible (especially the ones that offer temp to perm positions). They normally require you to be under a contract with them for 90 days before a company can hire you. This is how they make their money. I wish you lots of luck!
