Because there is falling birth rates resulting in there being more old people so to counteract there being so many old people (fewer people working) the country needs to bring in more YOUNG people from abroad which is why the government is soo rubbish when it comes to being strict on illegals coming into the country.

Simple - its the capital city! Its a tourist centre and there is a habit of people coming into a country to go to the capital.

People are drawn by the fact its the capitol.A long time ago I lived there loved it,its changed too much.
