When I shave my legs, I always use shaving gel for woman, and the bottom of the legs are always really smooth but on the top part of my legs I get little bumps. Does anybody know why this happens? It has been happening for years, and I just want the top of my legs to feel like the bottom.

Try using soap instead of the shaving gel, I have never liked shaving gel personally.
Also, maybe try changing your razor, I use two different kinds when I shave my legs and under my arms. I use Daisy 3 under my arms, but for my legs I use (and this may sound weird) Gillette, the kind for men, but without the lubricant strip, because it irritates my legs. I am a very picky shaver and I have to be cause I shave every single day.
Hope this is helpful to you. I know everyone has different preferences.

use shaving cream for sensitive skin (that contains aloe vera or vitamin e) than shave with a special razor (prefably one with a soft cushion) and than when your done shaving wipe your legs clean with a soft rag. After that, just apply a nice layer of lotion to soften and protect the legs. LOTION IS THE KEY TO ALL DRYNESS.
