You don't.
There are a number of ways you could reformat your computer, but the easiest would be to boot off the Windows XP installer media and re-run the installation, formatting the disk when asked if you want to.

the simplest way is to make a DOS boot-up floppy disk. Insert a floppy disk. right click and format. select the DOS boot-disk check box and format the floppy. then while restarting enter into the BIOS and change the boot device priority to A:\ you will be in DOS the next time you restart your computer. remove the floppy and restart to go to XP again

As your computer boots up, press the F8 key several times and you'll get a list of options ... Regular Mode, Safe Mode, Logged, Command Prompt, etc. When you get that list, choose one of the Command Prompt options and you'll be at a DOS prompt.

There is no such thing in Windows XP because it is not running off of DOS, it is running off of the NT kernel which has nothing to do with DOS. I suggest getting a Windows 98 boot disk from http://www.bootdisk.com and booting to that.
