No, Cheney will probably survive his term. The Secretary of State is not the next in line of succession for VP. That would be the President Protemp of the Senate. Negroponte is not even in the running and Iran-Contra would come back to haunt him if he was even nominated.

Yes, I think he is. Look for Bush to bring in McCain once Cheney bails due to the " deteriorating health" excuse.
