The fundamental reason why we have trouble communicating is because we either fail to understand ourselves or others.
Communicating means passing our messages the way we want another person to understand them. In most cases others fail to understand our messages. This is normal as our mind are nurtured differently and distinctively from another. Take the word 'Apple' for example, what was the first image that come across your mind when you mentioned the word 'Apple'. To some they see a big shinning red apple, others may see a green apple.
To be able to communicate effectively, we must first know who are we talking to. We must understand their mental make-up. Then we can choose the correct words and verbal expression so that our message came across to them intact.
Easiest example is by observing how different the way one tells a story to a 3 year old child compare to a 23 year old adult.
To shut up is not the best idea in the world. Try not talking for 3 days and you know what I mean. Our mind can go crazy by lack of communication. That is what solitary confinement in the prison are design for, to break a person's mental state.
By understanding yourself and others you can communictae with ease.

Depends on the specific situation, but for the most part the best action to take is to shut up. Silence is golden, especially for those who lack speaking talent.

I suppose they could just resort to violence. ;)
Though if they are able to communicate their inablity to communicate, they must a least have some skills and developing those might be in their best interest.

No, the best thing for them to do is learn to dialog with other people in their own language, that is "when in Rome,,do as the Romans do..." and talk to them on their own level of understanding.

Although I notice that it doesn't keep those with a lack of humanity from actually trying to be human.
Or keep those who believe that they are decent, honest people from being selective with who they treat decently or honestly.
