I'm not exactly sure what your asking but i think your referring to the fact that light is refracted going through water (and glass) thus giving the impression that a fish is in a different position than where it really is.

The light bends. Light travels faster through air than water. So when it slows down it bends. Think about the axles of a car. When the car goes from paved road to mud the front wheels turn to the side while the back axle is straight

Light travels at a different speed through water than through air. It causes a visible shift. Its called the index of refraction.

What do you mean by raised in the water? Is it at the surface gasping for air, or does the fish juust float listlessly. Also, what type of fish is it?

my dear friend, i am gonna tell you this in detail, so listen: a fish or anything placed in water looks slightly raised up because of refraction of light. now we come to what is refraction? when light passes from one tranparent medium to another, say air to water or from water to glass or from air to glass it gets slightly bent. it bends towards the normal (a line we use in physics) if it passes from a lighter medium to a denser medium and away from the normal if it passes from a denser medium to a lighter medium. air is lighter than water and glass, water is lghter than glass and glass is the densest. you can see details on normal and refraction of liht in 8th standard's physics book. i can tell you this because i also study in eight standard. hope you got the answer of you question.

could be refraction , or if he is floating he could be sick or dead. Can you provide more information ?
