I'm assuming by EU, you mean a country under the Schengen visa (treaty) e.g. Germany, France, Austria, Italy, etc.

The schengen visa fees would be about Euro 60 or Roubles 2100.

If you meant visa for non-schengen EU countries, e.g. UK, there the fees can vary anything from Roubles 1560 to 13520, depends on the type of visa you are applying for.

For "Schengen zone" countries the tourist visa fee is 35 Euro (a person also has to buy a medical insurance, which is required to get a visa).

For other (non-Schengen) countries it varies by country. Check the website of a consulate of country of interest.
