Basically you will have to pay the entire tax council tax liability for the property.
How you work out who pays what is up to you.
However if the 2 students were living on there own they would be exempt to Council Tax so in fairness the 2 of you working should pay the whole Council Tax.
You dont get charged per person, you get charged on your house.

Council tax must be coated via the occupiers of the resources. no matter if you opt on to split that between the 6 of you or purely between both people operating is your decision as you at the instantaneous are not billed in my opinion. If i grow to be you i ought to have the operating people pay for it as in case you've been all scholars you've got been exempt!!

You only get discount if one person living in the property. If two or more the tax is full amount unless under 18. Sounds like someone trying to get out of paying. Best to take the full amount and share it between all of you.

Unless you live in a unique council area, the tax is calculated on the physical property and bears no relation to the number of inividuals.
Look at the tax demand. It is adressed to the property holder(s)
He/she/they are liable. How you share it out is nobody's business but yours

The adults are the only persons liable to pay (the full amount since there is more than one adult at the adress). the students aren't liable.

Sorry, your flatmates are right.
