Eye color can change, although it is very rare.
Eye color is a multi-allele trait (meaning that it is controlled by factors linked to several different genes). This is what causes the many different eye colors. Darker colors are dominant and lighter colors are recessive. This means that darker colors occur more often than light colors. Eye color is produced in the eye and from day to day, depending on health, diet, and other factors, this production may be slightly increased or decreased.
Also as a person ages, many of the production sites for the pigment can decrease.

I know that most babies are born with blue eyes and as they develop their eyes change. Also some people claim their eyes change with the weather, however I think its just some color that brings the color in their eyes out more. If eyes really do change Im not sure why though

Yes, eye color can change but it's generally not a good thing. My first two thoughts regarding the changing of eye color are Fuch's heterochromic iridocyclitis and acquired Horner's syndrome. Also, glaucoma medications (specifically, prostaglandin analogs) can exhibit a side effect that can darken ones eyes. In the case of the latter, its something that is necessary to keep the intraocular pressures down (though there are other less effective glaucoma meds that don't change eye color).
