First, pay what you owe in back support.
After you have paid everything you owe, then have less money withheld from you paycheck. It's not against the law to owe money on April 15th.
If you have no refund coming, there is nothing they can withhold from you.
Plus, you have the advantage of having the money as soon as you make it, instead of giving Uncle Sam an interest free loan of what is YOUR money.
But as I said before, pay what you owe first, it's your children's money.

they do that because they have found the honor system just does not work, so the states and federal government got tired of people not paying for their kids (passed stronger laws).
the tax refund intercept will be taken if :
1) you owe over a certain amount
2) there is a tax refund intercept (state and federal) in place.
call your caseworker and ask if there is one in place. that way, you will know either way.

You can't do anything! As long as you owe back support, they will continue to keep your tax check. Try to get caught up and stay caught up, then you won't have to worry about it.
