Historically, there haven't been any long periods of peace in the Middle East for hundreds and hundreds of years.
I think the best is to remove our troops. We've helped them to set up a new government and it must be left to them to take control of their Country(ies).
The U.S. answered the request for help. And, yes, there was a request for help; just as there are now requests for help from Somalia.
I think it is important for all major Countries to respond when a smaller, oppressed Country calls for help to remove a murdering tyrant from leadership; however, once that has been accomplished and we have provided a military police action while assisting them in setting up their new government, we need to leave them to take control in their own way. We should not act the part of babysitters. I think this only exacerbates the lack of peace.
We (meaning all the world superpowers) cannot help obtain peace where peace has never been and, frankly, is not wanted by all citizens of that Country. Peace has to be a cooperative effort by all the people of a Country. If all do not want it, it will not happen and we cannot force it to happen.
All Nations should pull all funding from the Country(ies) in question. Perhaps if they were left to their own devices without funding from other Countries, it would force a situation wherein all factions might agree to peace in order to obtain the funding their Country needs.

They've been running around fighting barefoot in the sand since Biblical times. It doesn't seem likely that peace is obtainable there.

We won't. Religious morons like that are unteachable. The only way to peace there is genocide, and that's not an acceptable solution. I suppose you COULD assassinate every religious cleric, teacher, etc, then begin a massive reeducation campaign, but I don't see that happening either.

Found schools, fund education, trade, export culture, give aid, and if necessary punish criminals and agitate for the rights of pro-democratic and marginalized populations.

Easy. Simply prohibit the governments there from mixing politics and religion.
Once that is accomplished, you can't have any more Islama-fascist dictatorships.
