I think it is because in most cases they have to strain to hear the person on the other end and so they talk louder because they want to be heard on the other end. Also where they are talking from may be noisy and they think they have to talk louder to be heard.
I am always amazed that folks thing they have to talk louder when they talk on a microphone instead of using their normal voice. I think the same answer applies.

It's habit. Usually when you're on your cell you are probably in a very busy place (the mall, outside, even driving on the highway can be noisy) and you may have trouble hearing the person who you are talking to or they may sound muted so people generally speak louder in order to confirm that the recipient of that message can hear you properly.

I also talk loud on the cell phone and the reason I do it is because I think I'm not being heard if I talk low. its funny but I can't help it.

It's scientific: When you talk, typically you hear yourself talking and adjust your loudness based on how loud you talk.
When you have something blocking one of your ears like a phone handset, you lose a bit of that sense. Landline phone compensate for that by feeding your voice back into your earpiece. It's called sidetone.
Cell phones, however, do not provide sidetone, thus you lose a bit of that sense of your loudness, so you tend to talk louder on your cellphone.

Because people are so rude today. They worship thier phones more than God.
Its like they will have a heart attack if they are not glued to that phone 24/7
I swear cell phones are the best and worst invention ever.

Maybe because it is hard to hear when you're on a cell phone. Also, you might be in a busy place therefore creating background noise and you're worried about the other person hearing you.

They are so small, that people think they have to yell into them for the other person to hear.
Now, if you'll excuse me, somone is calling.
HELLO BOB! HOW LONG HAS IT BEEN? HOW ARE YA?
Oh, sorry about that.
