well , yes in the 1920s. Honestly though it is a compliment. If you think about it, a doll's face is flawless, perfectly smooth, beautiful bright eyes. Unless they call you Raggedy Ann I'd say you're okay.

It's an old fashioned compliment.
Back in the day, dolls had porceline flawless features. Usually, pale, white skin with a hint of blush. Large open eyes. And pouty, reddish lips.
Doll face means flawless and perfect!

Sometimes, depends on who is telling you this.
If it is a friend or relative and you genuinly trust their opinion then I would say yes it is a compliment.
If it is a stranger and you know you have been called ugly from time to time and you and you know deep down inside you could use some improvement from the beauty fairy then I would say that the person calling you that is being sarcastic.
