The main thing is to just attack the Elite 4 when it comes to its type disadvantages such as fire, fighting, dark, electric, dragon and/or ice. That's the main point of defeating them.
It's possible catching Pikachu before the Elite 4 as well in the Safari Zone but not Groudon nor Kyogre but Rayquaza can be gotten before the Elite 4 in the Sky Pillar but it's tricky to get up to the top especially since you need the Mach Bike in order to do so.

You catch Rayquaza, who is dead useful for the last part, since he is level 70... plus about 5 or so Revives/Max Revives + Max Potions.
If you need back-ups, I suggest a starter pokemon, maybe level 40 or higher... and a few other lvl 40s, it dosent really matter, unless they are like, bug type.
And Picka would be a shortened version of Pikachu, which you can catch in the Safari Zone AFTER the elite 4

Charizard Level 50+
Raichu Level 50+
Vaporeon Level 45+
Nidoking Level 55+
Kabutops Level 43+
Pidgeot Level 42+
Kadabra Level 45+
Charizard is a fire/flying type, Raichi is a fast electric, Vaporeon water (teach it ice beam too), Nidoking is good all around (except speed), Kabutops a powerhouse (rock) and Pidgeot is a good flying type or Kadabra. I listed seven, but try choosing between two between Kadabra, Pidgeot and Kabutops.

in emerald, get Kyogre/groudon, they are so useful in the last part. train a gyarados and get up to 50, a kadabra is also useful, train your starter pokemon to level 40+. You pick the rest, i used plenty of revives on my kyogre.

This is the team I use on my Sapphire, but it should still be viable on Emerald.
Castform
Gardevoir
Blaziken
Lanturn
Skarmory
Meganium
Since Meganium isn't availible, you should use either a different grass pokémon or a dark pokémon. Alternatively you could go for Cacturne, which is both types.

From my son - You need a Rayquaza, groudon and you have to go to the weather institute and you have to go upstairs to the professor and then talk to him and he tells you to go somewhere and then he tells you where to find groudon. Arfter that you go to the elite 4.
