I have heard it explained the same as Lou.
Rise to the level of their incompetence.
Sometimes idiots get promoted just to get them away from the office they are in now. They didn't do anything blatant to get fired, but no one wants them around anymore - so they are PROMOTED! Happens too much if you ask me!

Those who promote them are not paying attention. Democracy takes work. Freedom isn't free. Those in a democracy who are promoted to high positions are there because a majority of people were asleep at the wheel, weren't paying attention daily. They weren't listening, reading between the lines if necessary.

Sometimes the people who vote those people in are
not cognisant of what they represent at the time,
sometimes people sieze governments in coups,
the public should not accept this, the only way is
to check that you vote for the right person, but even
