well the honor system doesnt work, thats been proven.
what you need to do is put some heat on the case.
1) Write a letter. in it state your contact info, your case number, the arrears amount, deadbeats info, and the problem. ask them what they are doing about it.
2) fax that one letter (FAX, not mail) to the following:
--Attorney Generals in both states
--Governors in both states
--Child support units in both states
--the Regional FEDERAL Child Support Office (link is below)
fax that one letter to all of them. phone calls are useless; they ignore them, deny them, etc. FAXES, however, they can not ignore and MUST address. its proof you sent it and proof they recieved it. if you cant find the fax number on the states sites, then call them and ask for it.
if you still are having problems, fax it again. every week if need be. the squeeky wheel gets the oil, if ya know what i mean.
yeah its work, but its worth it.

when the divorce was finalized.. were arrangement made through a friend of court legal support system? If so, the agency and help
If not, the Mom has to hire an attorney and file charges in New Hampshire and the ex has to get served in Oregon
In Michigan.. if $5,000 in arrears.. its mandatory jail time

I know it is possible to garnishee his wages and to intercept his tax return. You would probably need some sort of legal help for this unless you have time to research and do it on your own.
I also knew of an instance where a 18 year old sued his Father for back child support so he could to to college.

If you are a legal resident, go to the local Child Welfare office (Department of Children's Services, Department of Family services, etc etc...)
Explain the situation and ask for their assistance. You MAY have to go to the Alabama Courts for help, but the state you are in can act as your agent to track down and get the money from the Dad.

you probably have to get an attourney and take them to court to get the money to be paid. The court could garnish the waiges or take the tax return check to cover what was owed .... but a 15 min free session with an attourney could probably fix your questions =)
