You can try going on to www.studyspanish.com. I've heard great stuff about that site and it should have some lessons or tutorials to help you.

If I understand your question, I think you're asking more about verb conjugation than about the "right time" to use a verb. In that case, you just have to look up the tense of the verb (past, present, future, etc.) and the ending of the verb (-ar, -er, or -ir).

You can also try a book called "501 Spanish Verbs" or something like that. I've always found this book to be helpful when I was trying to find a verb.
