There are various interestings theories about the weather. Not only in Venezuela, but for different countries.
In the case of Venezuela, it is said that the "perfect" climate that exists (mostly sunny and warm all year long), makes Venezuelan -and equatorial citizens in general- very relaxed and not as organized and planned as people in colder countries.
Why?
Well, the example is to imagine a squirrel in a cold country: they have to use the warmer months to gather food so they don't starve to death when winter comes. Now, if that squirrel has great climate all year long, why would it plan to store food? They don't need it?
Climate makes Venezuelans very relaxed people. They are always laughing, they love a good joke and they are capable of laughing at their own misery. You can see this even more in the warmer Venezuelan states (Eastern states).
On the colder Venezuela states (South West) it works different. People are more organized, and even a bit smarter.
Of course, this is a theory that should not be generalized and well, that does not include the bunch of political and economical problems the country is going thorugh, of course. Aside of education and social issues. These problems affect Venezuelans as much (or even more) as the weather does.
However, I don't think than in a country like Sweden people would stay as "cool" as Venezuelans are now if they lived the same situations. I think they would have acted fast to resolve any problems (political, social and economical), and I do think that living in cold weather has something to do with this.
Venezuelans have pretty much everything they need naturally. Nature is very kind in this country (not that they don't have to work for it still... again, the weather theory is not to generalize, but to support facts). I mean, Venezuelans can live with jeans and a tshirt all year long. They don't have to get coats to preven winter freezes.
I think this is closer to the answer you are looking for.

Well depends on the city of course, but in general the weather across all of Venezuela is rather constant throughout the year so it doesn't affect people much, if anything at all.
People might casually complain that it's "SOOO hot" when it's just a few degrees above average, or "Reallyyy cold" when it's only a few degrees below average and windy. Or that it's been raining "ALLL day" when it only rained a few hours. But in general I don't think it affects their behaviour.

Weather it's the only thing I feel we must be proud of...
We don't buy different clothes for the seasons... sometimes it rains.... and sometimes it doesn't.
The only thing that affect us... that destroy us right now it is Chavez

I don't know what you mean. I was in Caracas in July and the weather was much nicer than South Florida in July, where I live. It's just as warm but not as humid.
