First, check which airlines serve Kerala. Try to contact these airlines to try to arrange some tour with them. You have to let them like your job.
Second, check the cities these airlines serve and try to find travel agencies in these cities. Contact them and offer what you have. Online yellow pages are usually helpful in finding such agencies.

Appoint a liason person in Kolkata preferably one who is alraedy in the travel industry or having a travel agency. Give a good offer. For Bengali tourists, offer them a good economy, value-for-money package which includes at least one authentic north indian meal per day. Mind you, not the north indian food offered in restaurants in Kerala. They are not authentic except some. They love prawns and fish. Of course sweets to get to their heart.
