As always, this depends on the situation. Many times, this question comes up in authority type positions, so my first answer will deal with boss-employee relationships. Many times, I hear employees complain about their boss being stupid, useless, overbearing, and a general pain. When approached about this kind of talk they use the excuse that their hasn't "earned respect." The thing is, respect should already be their simply becuase he is in the position. The level of respect may very, but there should always be a certain level of expected respect for those in authority positions based simply on what it took to attain those positions. Obviously, you couldn't do it yet. This means doing what they ask of you with as little questioning as possible, not talking them down to other employees, and not coping an attitude.
Among peers, repsect should always be graciously appreciated. To gain the respect of those who are essentially equal to you (or above you) is always a blessing and a good gauge of your own character. It is also important to know that you shouldn't abuse this respect or let it affect they way you think about others. Because someone repsects you doesn't mean their your new little toadie.
Finally, you should always respect everyone else as well. When you have respect for others, no matter how little they do for it, it will always be returned whether you can tell or not.

Both actually. I believe it should be expected in some ways, like I expect my children to respect their elders and the rights of other individuals. However; it is also something that should be earned and when it is, I believe it should be graciously appreciated, like that of my friends and peers.

Well that depends on the degree of respect , I think everyone should respect privacy,personal propery, and peoples feelings but some respect is not automatic , anything to do with a , diagnosis, philosophy and such should be a earned respect, then there are the double edge respect issues, such as I respect your right to your opinion but not your opinions advice such as to say I don't agree with you and wouldn't heed your advice. My Best advice is respect the persons position (Boss, Police officer, politician, Teacher and such) as they have already earned that by getting into it,. but they need to earn respect by doing a good job, giving good instructions or whatever they are supose to do. I guess its understood that loss of respect can happen the if the reverse is true, or a trust is broken
