Because the BBC world service is not covered by the licence fee so has to seek alternative funding,

The BBC world service is a spin off of the BBC. It is not covered by the BBC charter and is not paid for by the licence fee.
If the BBC wanted they could also legally put adverts on their DVD products and in any books by BBC publishing.
