Since water swirls the opposite direction in the Southern hemisphere, why don't we make clocks that rotate counter clockwise for people who live and travel there?

Read "The Design of Everyday Things", by Donald A. Norman. You'll see why that's a bad design idea. There ARE such clocks being sold today as novelties if you really wanted one.

One cannot push a concept beyond its limits. That is an elementary rule. Though the direction of swirl in a toilet in the Southern Hemisphere is different, there is no reason to suppose that all things must be opposite in the South. Regardless of which way water swirls in a toilet, it does its purpose, which is to flush out the contents of the toilet to another area. A clock that goes backwards does not reflect the way time behaves. Time moves forward, regardless if one is in the Southern Hemisphere, or in the Northern Hemisphere.

Water doesn't swirl in the opposite direction in the Southern Hemisphere. That's just a myth.

Water does not swirl in opposite directions if you talking about sinks. They are too small. Storms do go in directions opposite the way they go in the northern hemisphere. Everyone is used to clock as we know it so why change it ?
