Sucking is a natural instinct for babies ~ it helps to insure a child's survival in that it promotes successful breastfeeding. The sucking becomes a method of self-comfort ~ and then can develop into a habit for older children. (I know an adult who sucks her thumb when she is under stress.)

Babies suck their thumbs in the womb. It is completly just instinct and then it can become a comfort tool.

The child uses this to comfort themselves. It mimics their need to suck on mother's breast, or milk bottle.
Some pictures show fetus's sucking their thumbs in the womb.
Hope this helps.
