if you meant india,to make india,the 7th largest and 2nd populated country developed,1.every one should be educated and not just literate.2.poverty should be removed as far as possible.3.caste system,interference of politics,quota system,should be stopped or abolished 4.education method should be westernized-this memorize and get marks process should be replaced by understanding and practical application of the knowledge.5.superstitious ways of thinking should be changed.maybe or maynot be god is there, but children should be taught one thing soon-science is the key to all nature's mysteries.spiritual books should not be there in the syllabus of many schools as it is now 6.brain drain that is going to abroad to research or such should not be always allowed in case of bright students so that india does not lose her brain power well,for that lab facility and infrastructure should be developed.

The best and most effective way is to start with oneself. The rest will happen by itself ! If a person develops to the 'best' level, it would spread fast and contagiously, and will not stop till it touches EACH of the countrymen !

I dunno which country u r refering to.but for any country first the population has to be controlled.Bcoz if the population is too high any welfare activity taken up willnot be up to a certain good mark.Then literacy & inculcating basic morals are a MUST.these two develop rational thinking & paves path to a peaceful world.Afterall, knowledge without morals is dangerous.
