Both CPUs are very comparable in performance.
Since you said both are "mobile" processors, I'll assume you meant the Athlon XP-M 3000+ (there is a big difference between XP "desktop" and XP-M "mobile" processors).
The Athlon does not need to be "wired" to go faster. The 797Mhz is a result of AMD's "PowerNow" technology. When your CPU isn't being used, it automatically slows down to conserve power. Otherwise the maximum speed of your Athlon CPU is 1.6Ghz. See source list.
What you need to look at is the overall spec of the entire new laptop, not just the CPU. Does it have a better video card? Does it have a faster disk interface? Larger/better LCD screen with a higher refresh rate? All these things contribute to the overall performance of the system.
You could also try running several benchmark programs on each system to see which has the best overall performance. My guess they will be very similar.

The Athlon 3000+ runs at something like 2.2ghz, can't remember off the top of my head.
Your new celeron will have a better battery time because it's a proper mobile chip, I wouldn't have thought there was much difference in performance between the two though, as the Celeron M will be a cut down P4M which are good chips.
There's more than just processor speed that goes into how fast a computer or laptop performs though, that's the thing to remember.

You cant wire a processor "a certain way" to make it faster. You can increase the frequency of the internal clock of the processor to a higher clock speed, but efficient cooling is needed. AMD is generally known as a little faster as what the clock speed indicates. This is because the thread pipelines in AMD processors are shorter then in Intel processors, thus a shorter route that is needed to be taken for a full instruction to be processed. Stock though the Intel is faster.

I HAVE THE 3000+ 800MHZ IN MY LAPTOP.THE 3000+ RUNS AT 1800MHZ ON THE MAINS ELECTRICITY AND 800MHZ WHEN ON BATTERY.YES IT IS FASTER THAN THE CELERON,AND IS VISTA READY AS IT IS A TRUE 64BIT.YOU CAN'T REWIRE IT.YOU CAN SPEED UP THE GRAPHICS CARD AND OVERCLOCK THE PROCESSER BOTH BY APPROXIMATELY 10% WITH BUYABLE SOFTWARE.THE ATHLON CHIP WAS STOPPED FOR SOME OBSCURE REASON IN LAPTOPS,NO DOUBT PROFIT BASED.THE 3000+ WAS TO GOOD A BARGIN.YOUR CELERON IS FINE IN A LAPTOP.
