Even on a New or No moon day there will be some diffused light.Most of the animals will pick up the slightest movement in jungles.They are also aided by sound,smell,vibrations(snakes) and reflection of ultrasonic sound(bats) in identifying them..
However in 100% darkness(very very unlikely) no animal or other creature can see.

All nocturnal animals and birds like night eagles and owls. Even a pet dog or a pet cat (if kept in jungle) can see.

An Owl there can see in the Dark and with out any Reflection.

There are lot of species which can see (feel) by way of other senses such as infrared and ultrasound senses.I havent heard of any species that could actually see through at night.
