"cmd" is the Windows Windows XP command intepreter. It is used for controlling Windows XP from the command line. It is about 380K and uses the EXE extension and runs in 32 bit mode. "command" is the 16-bit DOS command interpreter. It is about 50K and does not have features such as command recall (try pressing the up/down arrows to recall commands using cmd.exe vs command.com). It has the COM extension. It is used for backwards compatibility with older programs.
