a cockroach is stuck on a bit of sticky tape in my garage should i let it die there or spray it with fly spray to help the process

Do it yourself...since your asking for the most human way rather than the most humane way.
Ensure no animals or machines take the pleasure of crunching them into bug juice.
Seriously, you need to buy coachroach killer, not fly strips or spray. Roaches are a very resistant pest to rid of.
It would be like treating HIV with aspirin.

You could spray it with alcohol. The alcohol will eat through the waxy coating of his exoskeleton and burn his insides, bringing him to a slow and painful death.

Your question give me feeling that you belong to Jain or Budh religion. Better to handover to your neighbour, they will kill for you. If you will not kill cockroach it can live without food for six months.

i think that if you want it to feel no pain and dont want cocroach guts on your shoe than get a rock that is a decent size then stand over it and drop it right on the roach! watch your feet though
