Contact the Federal Protective Service (FPS). They are the police for Federal Employees. The would immediately assign an investigator to look into it. It dosen't matter what deptarment you work for in the Federal Government...FPS oversees them all in police matters.

Don't tell the government. They don't seem to care. Instead, consult with the employee and try to intervene on his/her behalf.
