if you have a id of bsnl you can go to http://10.240.43.216

The account needs to be created from Customer Service of BSNL. Once signed up, you can go to http://www.dataone.in/ and click 'Administration Area' (This link will work only from DataOne connection)

You don't have to create an account, it is already given to you by BSNL if you have Internet connection. Just check the papers you have got when they setted your Connection and then simply go to
dataone.in
and follow the Instructions.

Ask it directly to the BSNL officials. You deserve the answer as you are paying them for the service. Why do you hasitate to ask them?

Just type in your user id & password and you'll be able to check your usage.
