The grape vines are selectively breed over a long period.For instance you find a vine that has no seeds due to freak of nature and take graftings from it and produce more until it becomes an established type

Grape vines are grown from grafts

grown onto vine stock ,

These clones , produce grapes which are seedless

so they do not rely on the grape seeds ,
to grow new vines

you start out with a seedless grape vine,all plants propagated from this vine will be seedless.Commercial grape vines are not grown from seed but from cuttings, which like any plant raised from a cutting is true to type meaning it will be exactly & in all respects like the plant it was raised from.

Just after the flowers dry and the tiny bunches are seen...they dip each bunch in a chemical.. and this prevents the seeds from hardening as they mature.. The seeds are always there and you can get a plant by burying a seedless fruit.. i have seen this happen in pomogranetes.... I think it should be some kind of plant hormone which causes this effect...

They dont grow them.

The have a little machine that sorts all the grapes that have seedas and those that dont using a secret method opnly known to a few.

They then sell the ones without seeds at a higher price.

They grow them in vineyards.In a area with mild temperatures,and a cool breeze. They water them,and feed them,and weed them,than they pick them! How else would you grow them?
