Unidentified Flying Objects are exactly that... unidentified. Too many people take the acronym to mean "Space Craft".
Once the object that was sighted has been identified (as a hoax, or weather baloon etc...) it is no longer classified as a UFO.
So, most UFO's are a fact, whether they are hoaxes or not. By that I mean that an Unidentified Flying Object was seen by someone.
I believe that none of the reported sightings were actually alien vehicles. So it is a fiction that any of these UFO's were from another planet.

I saw a light in the sky during a beautiful sunshine, and it was a beautiful SUNDOG ! I wonder how many people know what is a sundog because it's very easily confused as a ufo.
so... fiction !
we had a UFO in Italy during the winter olympics in Torino, the central command nearly launched a missile, it was a meteo ballon.
I saw lenticular clouds, even from a plane, they are so easily mistaken as ufos.
you can see sometimes flashes during night without moon, or bright green dots that moves so fast that they cover all the sky in 10 minutes or less. just satellites.
then abnormal fragmenting falling stars can sometimes flash 1 ore more times before disintegrating.
then there are uncommon atmospheric effects, like the sundog, fogbows, sun and moon halos with even 4 light spots, lightning balls and so on.

Probably fact. I personally think that we are being observed by advanced civilizations. Given that their technology is probably much, much more advanced than ours, we would have no idea that we are being watched. For instance, there could be stealthed nano-satellites in orbit (smaller than a grain of sand), or artificial insects buzzing about watching us perhaps. They are probably plugged into every computer system we have (including govt "secure" systems). They will not reveal themselves to us until we reach a level of technology that allows us to detect their observing. Until then, we are too primitive, and probably a source of entertainment on the interstellar comedy channel.
The idea that we could be invaded by another civilization is also a non-starter, as a race that can travel between that stars will have the manufacturing capacity to make just about anything, anywhere at any time (including terraforming planets and building artificial planets from scratch), unless they are doing it to amuse themselves, to relieve what passes for boredom in their alien minds.

Fact, they do indeed exist, even though lots of UFO sightings are reported to be hoaxes. ask, the US gov. but they will deny it. i remember that a british guy hacked into the US ministry of defence's mainframe and discovered lots of things we doubted would ever exist, one of them was a UFO, in one of their top secret labs. but who knows
