It depends on how well you know the individual and what the gift is for. ( Some celebrations money IS traditional ) If it is a Birthday present for someone you barely know then that would be acceptable however if it is for a family memeber or friend then a gift with gift reciept ( reciept without the prices on it) would be best that way if they do not like the gift they can simply exchange it. Money as a gift is generally a "cop out" unless you know the person is saving towards something.
