I play table games. Rumor has it that the off-strip casinos offer better odds/payouts. I have been to Las Vegas about 10 times and have visited many off-strip casinos - while I enjoyed them, I didn't really find that I won or lost any more than any other casino.
Having said that, I find that I usually win the most (translation = enjoyed myself the most!) at Casino Royale. A small little "hole-in-the-wall casino" between Venetian and Harrah's. I always have a good time there and they make damn good drinks!

The answers to all of these are going to depend on what you are seeking. In terms of best casino, if you are a high roller the larger and most upscale places will be the most desirable since they will offer the best comps, and the games you will be playing will likely offer the same odds as any other place in this spot. Likewise, these same places will offer a comfortable place to spend time, and generally have good drink service even if you're not a high roller (Venitian, Bellagio, Wynn, Mandalay Bay, Ceasar's).
To get better odds, it will depend on the game in many cases, but moving lower scale will generally mean better odds in games where the rules are variable (ie, Blackjack). But you still need to pay very close attention to the specific rules as you will often find they may not be as favorable as you think (for me, I'd rather go with multiple decks than give the dealer an option to hit on a soft 17). Any of the local "station" casinos, The Sands, Tropicana, and such places would be prime examples here.
Best games and payouts? In terms of odds, if you know card counting and basic stategy you can actually have an odds advantage at Blackjack! Video poker, roulette, and craps can also offer near 50% chances as well... though in all cases, you need to understand the game, have a consistent betting strategy, and be willing to accept small payout (success in any of these over the long run will generally mean that for every $100 you bet, you will be coming away with $100-102).
If you are looking for a potential big pay out, it's really just luck since any game will be long odds in this area. But Roulette will probably offer you the easiest to understand game with some easy long odd bets.
Even if you don't card count, you can pick up a basic strategy guide for blackjack which will at least keep you from hemoraging money at the table (and hey, you still might get lucky... and unless you are playing ALOT, luck will still be the single biggest factor in winning or losing). Most dealers will also tell you what basic stategy is for your hand if you ask.
Craps offers (I think) the most social game... though often the best bet is with the house and therefore maybe a bit anti-social. Still can make for a fun evening.
Slots will ultimately be the easiest to learn (and easiest to just keep dumping money in). If you go for slots, make sure you sign up for the club wherever you gamble (at the very least you may get the occassional discount room rate offered to get you to come back to LV).
And to finish up back at the original question... in recent visits I've found The Palms to be one of the best balances in terms of having nice mix of rules available for gaming.

Generally speaking the ones off-strip, and downtown seem, and I stress seem to pay-out better on slot machines anyway.
Easiest game to learn is blackjack, and if played properly has the lowest house advantage, most casino gift shops have little strategy cards for sale that will pretty much tell you how to bet in any situation at the blackjack table, they're the size of a credit card, and usually only a couple bucks each.

I won a grand playing Wheel of Fortune slot machine at Binions. I only did 3 pulls also..so I was very excited. I also won at the Stardust but now that casino is no longer there. I always seem to win at the less glitzy casinos...I am sure there are winners at every other one...but my luck has always been at smaller places.

I found off-strip casinos are the best, The ones that cater to locals. You will find lots of them on the Boulder Strip in Vegas and Henderson,

General concensous has it that downtown is a bit looser than the strip. The resorts are older and have lower debt to cover. usually they are already paid for and cater to the middle class.
Odds will differ by machine and the week.

If you play slot's or any type machine..The "Strip has the lowest payback in Nevada..The El Cortez..Downtown, has the best documented payback for machine players, anywhere in the state of Nevada!!! If you play craps or table games...it really doesn't matter!!!

the "younger" casinos tend to have a more party oriented atmosphere and you generally have more fun playing other people at the table. and they have the newer more fun slots
