Starting from ration card to civil administration and education, we have such an outdated system. More than 70% of our efforts go waste in running around from pillar to post.

This is a British legacy. There is a check on every movement. We have not adopted any administrative reform to modernise the bureaucracy. Anyway people are clever to circumvent the system by bribing or forgery.

It is a characteristic of the 'all ruling world (democracy). Any thing would grow if there is one to administer it. Things owned by many would grow slowly as contribution to growth expects 'credit' and appreciation. Every administrative or educational reforms are very well planned, but its implementation is not. If a person beats his neighbour in Delhi, there is every good and justifiable reason for which one who is in hyderabad need not to call a strike or even unite for such things and newspapers or media need not to make it a great thriller Film. Bureacracy is not in India, it is only a principle to talk. I do not see any problem with any Government Departments or offices to blame the word ' bureacracy' Same is confusing system, as long as we do not understand something, it is a matter of confusion and on enquiry with one or two, we will understand it and confusion will be over..

Vested Interests and vested interests alone!
The confusing system and the laws written a century ago in an ambiguous language, which can be interpreted both ways, are the cradles for corruption. Everybody who matters, of course with due exceptions, has a price for tilting the balance of law in your favour. The bureauracy, entrusted with the job of enforcing those laws, is normally the greatest beneficiary under patronage of the politicians. If the common man doesn't get despaired running from pillar to post, who is going to shell out bucks!!

Not just the British legacy but also the caste culture. America has the same thing. Especially for the economically challenged. I assume India is the same way. The more money you have the less bureaucracy you have to deal with.
