GIF format is one of the formats that is used for icons. You dont need to convert it.

Here's a free online tool and you can even animate your ico.

Favico is simply an ico you use with an html meta tag so that users will see your ico when they visit you site in their address bar and if they bookmark your site they will have the ico display next to the favorite link. You can still use this tool for creating ico files(one at a time) for other purposes. I've used it for years.

use the irfanview. but icon files is not animated.
