To be frank, please don't do that work for which you've to lie. Consider yourself as your department head and if some one fool you will you like that. Ofcourse not, if you wish to remain on internet take permission from your head of depart. If permission granted than no problem other wise drop the idea of making fool of others.

Assuming you have a wireless laptop you could connect it to another wireless connection and use someone elses Internet connection. Your IT department won't know. But you won't be able to access your company's systems from it. Good luck.
