Starvation and poverty are the root cause for ugly environment. You cannot ask a man staying on foot-path not to dirty the place. Get rid of poverty and starvation and the people will naturally keep their surroundings clean and neat.

Above answer is wrong. Not starvatin and poverty.
The well educated citizens make the country. When there is a drop of good water, it would join the ocean very soon. When there is a heavy rain of good water, it would take more time to join the ocean. but every drop goes to ocean. We are not creating good citizens (like good drop of water) and as we give special emphasis to creation good dedicated citizens, (as was in the ancient India), it is the 1st and foremost to make a country, and naturally cleanness would follow.
