You can get a whole Unix for free:

But I guess you just want Unix commands which can be run on Windows? There are a load available here which can be run from the Command Prompt:

Alternatively, you could try Cygwin, which provided it's own shell window (seperate from the Windows Command Prompt) but will also let you run X applications:
