Diluted solution of PVA glue and paint it on.

There are several products on the market used to seal concrete. Lowe's or Home Depot carries several of them. The products are usually a type of sealant that you paint on.

I think you need to be a bit more explicit.are you just wanting to seal the surface, to prevent dust, in which case pva, or water seal will do, but they will not stop damp

the best way i have found to seal blocks ..and it makes them more attractive . and all so stops water penetration ..is ti use floor paint ..choice of colours and it has stopped all damp in my gym
