Use group policy to take away themes on that account and take the tab off the desktop. That way no one can change the theme.

If you have 40 machines so you should really have a domain. Configuring group policies in a domain is a little out of scope for me to discuss.

Assuming that you have a peer to peer network and you wish to configure each machine do the following:

1) Log on as an administrative account
2) Click on Start
3) Click on Run
4) Type in gpedit.msc
5) Expand out User Configuration
6) Expand out Administrative Templates
7) Expand out Control Panel
8) Expand out Display

Now poke around in there and the sub folder Desktop until you get the results you are looking for.

Hope this helps.

Exactly what the other person said, it's a simple thing to do, I believe you go to the control panel (make sure it is in classic layout) go to users and feel around for a few and I am sure you ill figure it out.
