The cops could set up a perimeter and redirect traffic, to protect motorists and rhino alike... as well, they could call animal authorities (wildlife rehab, zoo authorities, etc...) to help trap the animal and relocate it.
Yes, I would call the 911 folks, just like I call when I see any potential hazard in the road. The community I live in IS my business, as I am part of it.
