It was overturned because those who wanted to drink found a way to drink booze anyway, usually in underground saloons and nightclubs run by gangsters like Al Capone. Joseph P. Kennedy, father to the famous Kennedy's, obtained his great wealth by illegally selling scotch. His empire branched out from there. Trying to enforce the law proved too costly and too time consuming to the FBI and other local authorities, too.

It meant that it was illegal to have alcoholic beverages. It was repealed because it wasn't working. All it did was make criminals very rich.
